NCIP claims survey on Alcantara ranch illegal

THE office of the National Commission for the Indigenous People (NCIP) in General Santos said any perimeter survey in two contested Forest Land Grazing Lease Agreements owned by the Alcantaras is illegal if it would not pass through the NCIP office.

Albert Duy, NCIP officer, said the Department of Environment and Natural Resources in Region 12 (DENR 12) did not send them any advise that a survey would be conducted in FLGA Nos. 542 and 552.

Duy claimed NCIP is the sole implementing arm of the Indigenous People's Rights Act.

On Saturday, DENR 12 personnel arrived in Sitio Lanton, Apopong to allegedly conduct perimeter surveys on the controversial properties.

Rolando Paglangan, one of the claimants of FLGA 552, however blocked the survey.

Community environment and natural resources officer Andrew Patricio said the complaints filed by contesting claimants on the properties were already forwarded to their central office.

Environment Secretary Elisea Gozun is reportedly set to arrive anytime to meet with contending parties involved in the issue.

"Pag-uusapan na nga ang relocation survey at boundary ng mga claimant sa 542 at 103 dahil may reklamong nakarating sa secretary na lumiit na ang claim ng mga Bl'aans," Patricio said. (The relocation survey and boundary will be taken up among the claimants of FLGA 542 and FLGA 103 because a complaint reached the secretary that the area claimed by the B'laans was reduced.)

Patricio and warring parties were still having a conference Tuesday afternoon.

He is, however, confident that the issue would be resolved amicably.

"Mas mabuti nga ito para matapos na ang problema at maibigay na ang lupa sa mga dapat mabigyan," he added. (This is good so that the problem will be resolved and the property will be given to those who are entitled.) Merlyn F. Velarde
