Sale not donation, Brotarlo clarifies By Merlyn F. Velarde
* Relocation site is within disputed former Alcantara ranch in Lanton, Apopong
THE City Housing and Land Management Office (CHLMO) insisted Thursday that Nasser Pendatun did not donate, but instead offered to sell the 35-hectare property in Lanton for the city's relocation site.
CHLMO chief Ramon "Monet" Brotarlo said the property is now ready for distribution to qualified beneficiaries.
The area, however, is within Forest Land Grazing Lease Agreement No. 542, formerly leased to the Alcantaras.
The area is now the subject of a dispute among contending claimants.
Rolando Paglangan, the original claimant of the 923-hectare property, was gunned down early last month in what appeared to be a land dispute-related slaying.
Pendatun is one of the several interveners in the case wherein the area was declared by the Supreme Court as ancestral domain.
Brotarlo, however, said only members of the Homeless Peoples Federation would be qualified to own a lot in the said 35-hectare property being sold by Pendatun.
"May ara sang memorandum of understanding ang siyudad kag ang federation para ma-facilitate ang relocation sang iya nga mga member-beneficiaries (The city and the federation have a memorandum of understanding to facilitate the relocation of its member-beneficiaries)," Brotarlo revealed.
Under the direct purchase scheme implemented by CHLMO and the federation, each 120 sq. m. lot is worth P42,000 payable in four years with a down payment of P10,000.
A 72 sq.m. lot is offered at P25,000 also payable in four years with a down payment of P2,000.
"Very affordable kana sa mga pobre aron sila nga makabalay (That is very affordable for the poor to own a house)," Brotarlo added.
Brotarlo said the scheme only allows the construction of houses after the beneficiary already paid their downpayment.
Brotarlo headed the groundbreaking ceremony Wednesday morning.
He said many have already made their down payment and can already start the construction of their houses.
Although Brotarlo admitted that the property has no title yet, he said they already made the subdivision plan for the federation.
