Local gov't units ink pact for region's development
THE Regional Development Council (RDC) 10 or Soccsksargen has linked with local government units (LGUs) to help "bring the government's development programs and investments directly to local communities."
At least six local chief executives forged a Memorandum of Agreement (MOA) with the RDC last Monday to "jointly pursue advocacy and implementation" of the newly adopted six-year Medium Term Philippine Development Plan (MTPDP) and Medium Term Regional Development Plan (MTRDP) and the five-year Medium Term Public Investments Program (MTPIP).
The medium term regional and national development plans and public investment programs were primarily anchored on President Gloria Macapagal-Arroyo's 10-point agenda.
Under the agreement, the six LGUs agreed to align their local development initiatives with the priorities set by the national and regional development plans and public investment programs.
The MOA cited that such priorities were set "towards the attainment of local economic development particularly through job generation and investment promotion.
"The LGUs shall call on or direct the local government agencies and entities to keep and implement their plans, programs and projects consistent with the MTPDP/MTRDP priorities," the MOA said.
It added that the RDC would also be tasked "to promote a policy environment conducive to local government participation and initiatives in attaining the development goals at the national, regional and local levels."
South Cotabato Governor and RDC chair Daisy Avance-Fuentes said the agreement essentially sets the role of the LGUs in the implementation of the national and regional development plans and public investment programs.
"It is really important for our local programs to be aligned with those of the national government to allow more focused and unified interventions," said Fuentes, who was among those who signed the agreement.
The signatories also included Governors Miguel Rene Dominguez of Sarangani and Emmanuel Piñol of Cotabato Province and Mayors Lino Montilla of Tacurong, Pedro Acharon Jr. of General Santos and Fernando Miguel of Koronadal.
Hadja Sittie Mariam Lim, RDC Vice Chair and National Economic and Development Authority (Neda) Regional Director, said the forging of the MOA was among the strategies set by the Neda central office to increase the awareness of local officials and residents about the MTPDP, MTRDP and the MTPIP.
She said a similar agreement was earlier forged by Neda Director General Romulo Neri with the League of Provinces of the Philippines and the Philippine Chamber of Commerce and Industry. (AVE)
