Kosovo veteran new police chief of South Cotabato

KORONADAL CITY -- A former commander of a Philippine police contingent that served under the United Nations (UN) peacekeeping force in Kosovo was installed today as Police Director of South Cotabato.

Chief Superintendent Antonio Billones, Philippine National Police (PNP) 12 director, named the new provincial director as Senior Superintendent Getulio Napeñas.

Napeñas replaced acting Provincial Director Superintendent Edgar Valdellon, who has been in the post in the last four months.

Valdellon told reporters he would be back at the Police Regional Office in Barangay Tambler, General Santos City as chief of staff of Billones.

Napeñas was a personal choice of South Cotabato Governor Daisy Avance Fuentes but efforts to install him then hit a snag as the National Police Commission has yet to confirm his appointment.

"I have full confidence on Napeñas based on his records," she said.

Fuentes said that Napeñas was previously assigned as Planning Officer of the PNP Special Action Force at the PNP headquarters in Camp Crame.

According to her, he is a "young, aggressive and highly respected" police officer.

She said the police official, who had stints in at least three countries as part of the UN peacekeeping force, the last of which was in Kosovo, has specialized in special action force operations.

Fuentes said Napeñas is a valedictorian or had topped various trainings in special action force that he had attended.

"We chose him because we wanted somebody who will have the respect of his men and one who, in terms of academics and experience, has exceptional record," she said.
