Guv orders mandatory drug tests for capitol employees
THE Provincial Government of South Cotabato ordered its officials and employees to undergo compulsory drug testing as part of its moves to establish a "drug-free workplace."
South Cotabato Governor Daisy Avance-Fuentes said she issued a memorandum circular in compliance with Republic Act 9516 or the Comprehensive Dangerous Act of 2002.
In her memorandum, Fuentes said that to ensure the full implementation of RA 9156, all employees, whether regular or on job order basis, should undergo drug testing.
She said a drug test is also a requirement to all new entrants to the Provincial Government's work force.
"We are campaigning hard against illegal drugs so it's just proper that we clean up our own backyard first," Fuentes said.
Fuentes earlier recommended the dismissal of several Provincial Government employees who were found positive of using illegal drugs during tests initiated by her office.
Under civil service regulations, a government employee may be dismissed from service if he or she fails a drug test.
The Provincial Government established its own drug testing center under the supervision of the Integrated Provincial Health Office in a bid to fully comply with such law.
The local government's drug testing center is located at the public health laboratory of the South Cotabato provincial hospital's outpatient department. (Allen V. Estabillo)
