City Council bans firecrackers

TO ENSURE a peaceful and injury-free Christmas and New Year celebrations, the City Council passed on Thursday an ordinance banning the manufacture, distribution, sale, and use of firecrackers in General Santos City.
Councilor Eduardo Leyson III, chair of the committee on police matters and public safety, said Yuletide celebration could still be colorful and memorable even without the usual "bangs" and "booms" almost everywhere.
Leyson was hopeful that by passing the ordinance, the City Council could help in minimizing, if not totally curbing, the hazards brought about by firecrackers.
Aside from the injuries brought by using firecrackers, the local legislator aired concern terrorists might take advantage of the situation to launch attacks during the height of the merrymaking.
"Akala natin paputok. Yon pala bomba na. So it's better that we must stop, once and for all, the use of these firecrackers during Christmas and New Year's celebration," Leyson said.
The ordinance, however, excluded pyrotechnics in the ban. Pyrotechnics originated from the Greek words "Pyro" (Fire) and "Techne" (Art).
The local legislation also allows the purchase and use of fireworks by the city government especially during special celebrations like Charter and Foundation anniversaries.
Under the same ordinance, private groups are also allowed to purchase and use firecrackers during special occasions with the corresponding permit and approval from the City Government.
