Tuna canneries okay proposal to move out of Makati

TOP local officials of tuna canneries in this city agreed with the proposal of the City Government to move their head offices to General Santos from Makati City but doubt if these could be done as a matter of fact.

Mariano Fernandez, general manager of Ocean Canning Corp., said the decision rests solely with their bosses in Metro Manila.

"The local managers are willing to bring the matter to our respective main offices so that the city will benefit greatly from our operations. For us, we are agreeable to transferring our main business addresses here so the taxes would benefit the city," he said.

Fernandez, also president of the Tuna Canners Association of General Santos, admitted that most of the tuna canneries here pay their taxes directly to Makati City, giving the latter windfall benefits although it does not host the production plants of these companies.

He identified the canneries that remit their taxes outside the city as Ocean, General Tuna Corp., Alliance Tuna International, Inc., Sea Trade Canning Corp., and Celebes Canning Corp.

Philbest Canning Corp, a subsidiary of the homegrown RD Group of Companies, is the only tuna cannery paying its taxes directly to the local revenue office.

Six of the country's tuna canneries are based in General Santos city.

Fernandez said the process of transferring their main business address here is "bloody" in terms of paper works and would take long.

The processes include dealing with the Securities and Exchange Commission, the Bureau of Internal Revenue and their respective corporate boards, he added.

"As far as Ocean Canning is concerned, we are working for the transfer of our business address in the city. There will be a meeting with the board of directors," Fernandez said.

Fernandez and the officers of other tuna canneries initially discussed the issue with Mayor Pedro Acharon and regional Revenue bureau head Rodita Galanto.

Acharon and Galanto have been appealing to the tuna canneries to remit their taxes at the local revenue office in this city.

Acharon said the five tuna canneries based here paid about P31 million in income taxes to Makati last year.

The mayor said that if this amount were remitted to local Bureau of Internal Revenue office, would mean additional internal revenue allotment (IRA) share for the city.

"We could have used that money to improve socio-economic conditions of our constituents like buildings additional schools," Acharon said.
