Barangay capability building strengthened

THE Provincial Government of South Cotabato is working for the institutionalization of its flagship socio-economic initiative Development Alternative Framework or Project DAF.

Project DAF is a new convergence program of the Provincial Government that focuses on the delivery of basic services to local communities.

South Cotabato Governor Daisy Avance-Fuentes said the local government is currently working for the integration of the project in local governance through its pilot barangays and sitios.

"The program advocates the development and empowerment of every individual in a community by giving them more freedom to choose and implement what they think is good for them and the entire community," she said.

The governor said have started the program's implementation in several communities by teaching the stakeholders how to plan and decide what projects and assistance should be given to them.

Under the said program, barangays and sitios are to be assisted by the provincial community development workers to craft their own barangay development plans and set the utilization of their limited resources for various priority programs.

The program also helps equip local residents in implementing projects in their areas.

Project DAF, which started last January, is now being implemented in 25 pilot barangays in various parts of the province through its 28 convergence workers.

At least 13 of these pilot areas are directly supported by the provincial government while the 12 others were earlier adopted by the program's strategic partner ACT for Peace Program of the United Nations Development Program (UNDP).

The Provincial Government has allocated P1.5 million while UNDP pledged some P5.4 million for the program implementation this year. (Allen V. Estabillo)
