Monday, May 21, 2007 Acharon vows to push through with sanitary landfill project
GENERAL Santos City Mayor Pedro B. Acharon, Jr. is bent on pursuing the planned construction of the sanitary solid waste management and disposal facility in Sinawal town.
The city council recently authorized the mayor to negotiate a loan with Landbank of the Philippines and/or any other appropriate government financial institution to fund the project.
Acharon said the project would initially consist of a Materials Recovery Facility or MRF, Sanitary Landfill and Waste Disposal Management System, including support facilities in order to properly dispose the city's solid wastes.
He explained the Design-Build-Operate (DBO) scheme of project implementation can bundle various activities into one contract, thereby simplifying the role of the city as owner of the project.
Adopting the DBO scheme, the city mayor said, provides a unique opportunity for partnership with private sector in order to utilize their strong technical and project-management skills.
He also said that the DBO scheme will also ensure accountability among the different stakeholders, thereby minimizing difficulties during the construction and operation phase often experienced during traditional bid-design, bid-build, or bid-operate models. (CPIO)
