HAVING two heads are better than having just one.

Chief City Legal Officer, lawyer Jose Espinosa III said Thursday that the City Legal Office will be closely coordinating with the Alta Tierra Homeowners Association.

"I have asked for any document available with them," Espinosa said, adding that he requested the residents to "submit to (lawyer) Mila (Hechanova) whatever evidence (they) have."

During Monday's meeting with the Athai, Espinosa called for a "unity of stand" on the issue of Gegato-Abecia Funeral Homes, that wants to put up a funeral parlor in Alta Tierra Village in Jaro.

Espinosa said the City Planning and Development Office, which is headed by lawyer Saturnino Gonzalez, is also helping the CLO, since they are concerned with the zoning ordinance.

He informed that Hechanova is already the one handling the case, since she is "conversant" with the residents.

However, Hechanova, it seems, is not keen on Espinosa's "concerted effort."
When asked if she will be closely coordinating with the Athai, Hechanova did not answer categorically.

Instead, she answered that they will try all legal remedies available to the City Government.

"I am not aware of what their stand is... If they have, that is their right," Hechanova added.

On December 19 last year, Regional Trial Court Br. 29 Presiding Judge Rene Honrado issued a writ of mandamus directing the City Government "...to grant the appeal for exception and to issue the corresponding Mayor's permit for the Gegato-Abecia Funeral Homes Inc. to operate a funeral establishment...in the building standing on the property...along the Highway of Quitin Salas, Jaro, Iloilo City."

For years now, the Athai has been blocking the establishment of the said funeral establishment, citing the prohibition under the City's comprehensive land use program.
