Beup: Dilemma By Glenn Beup
IT'S the first month of the year 2003, but this early the clocks are ticking for the machinery of various political groups in preparation for the upcoming 2004 elections.
This tension has caused some politicians to worry about their future, that they have started to think and act in an uncanny way.
This writer is once again with you to share and comment upon issues that you ought to know, including changes in the political arena as well as other important events in the society.

I've heard over the radio the comments of Councilor Larry Deatras of Sta. Barbara regarding the P1 Million that he alleged was spent by the municipality for the Tribu Kahilwayan, and which he claimed to be unliquidated.
I wonder where the councilor got his figure when the amount appropriated for the tourism activities is only P300,000. This P300,000 is allocated for tourism seminars, holding of the Cry of Sta. Barbara, and all other tourism related activities, and is not only for the Tribu Kahilwayan.
The councilor is not ignorant of this fact since it is the Sangguniang Bayan that scrutinizes and approves the budget.

I have checked with the treasurer and the accountant of Sta. Barbara if there were instances where thecouncilor tried to get their side as a principle of objective reporting, but they replied to the contrary.
This time, the councilor should distinguish himself from being a Municipal Council member and from a media practitioner.
In case there are issues concerning the affairs of the Local Government of Sta. Barbara, Councilor Deatras should rather bring the matter to the Hall of the Sangguniang Bayan rather than bring it to his radio program.

He is entitled to deliver his privilege speech and act upon the alleged anomaly of any unliquidated amount by passing a resolution calling for its investigation. Unless the councilor will not make any move to investigate the matter in aid of legislation, he should rather resign as member of the council and focus on his media profession! |
