Pabalan slapped with admin charges

CALL it a two-pronged attack.
Lawyer Eugenio Original, counsel for 15-year-old rape victim Mely, filed an administrative charge against Chief Insp. Alberto Pabalan of the 2nd Provincial Mobile Group last Tuesday.
Original filed grave misconduct charge against Pabalan Thursday with Regional Police Director Chief Supt. Marcelo Navarro Jr. Pabalan was not reached for comment on the charges immediately.
Original believes that Pabalan committed an offense that tend to destroy or
downgrade the Philippine National Police (PNP) organization.
Aside from the adminstrative charge with the Police Regional Office (PRO)-Region 6, Original also filed a complaint against Pabalan for obstruction of justice with the City and Provincial Prosecutor's Office last Tuesday.
Pabalan was also charged with arbitrary detention and as accessory to the crime of rape.
Mely, a native of Calansanan, Badiangan, Iloilo, stated in her affidavit that Persona brought her to the house of Pabalan in Pavia March 8, this year.
There, she was made to sign an affidavit accusing her father of allegedly raping her.
Mely said in her affidavit that Persona pressured and threatened her if she will refuse to sign the affidavit.
She went on to narrate that "while we were on our way to Pavia, a patrol car of DYFM Bombo Radyo was following us. It was unknown to me that she has contacted Bombo Radyo through a certain Padios...when we arrive(d) at the house of Chief Insp. Alberto Pabalan, a policewoman named PO2 Maria Dahlia Tabares and several PNP member were already there. Of the several persons present, a radio commentator Novie Guazo was also there. Unknown to me this is the same guy who aided Gina Persona in facilitating for my statement which was taken down by the staff of Pabalan. Apparently, it is now clear to me that this is the same person, this Novie Guazo who planned with Mrs. Gina Persona, Gemma Pabalan and her husband, Chief Insp Pabalan to make a cover up of my rapists."
Two days after, Pabalan brought her to the Janiuay-Badiangan Municipal Circuit Trial Court, where a judge talked to her.
After this, police arrested her father Melchor.
She alleged that from March 8 until 14, she was not permitted to come out of the Pabalan's house.
Pabalan turned her over to the Department of Social Welfare and Development only after March 14, Mely recalled.
