IPH chief sacked

ILOILO Gov. Neil Tupas Sr. Tuesday has relieved Iloilo Provincial Hospital chief Noel Icamina for alleged failure to monitor the hospital's improper waste disposal procedures.

Icamina's relief came after Capitol's inspection team, headed by Dr. Carmen Bayate of the Provincial Health Office, noted the "negligence" of IPH's authorities in disposing hospital waste.

The IPH is in Barangay Rumbang in Pototan town.

In its report, the inspection committee said "no elaborate expensive structure is needed to achieve" a proper waste disposal method, apparently to contradict Icamina's earlier claim that the hospital resorts to backyard dumping as they lack funds to purchase an incinerator which costs P2 to 3 million.

Tupas based his relief order on the inspection committee's report.

Icamina, who was reassigned to the Capitol clinic, has been replaced by Dr. Noel Roy Gigore, chief of Janiuay District Hospital.

The relieved hospital chief said he will seek a reconsideration on the governor's order as he believes some village residents are behind it.

Tupas Sr. had earlier ordered an investigation on IPH's waste disposal practice after residents complained of the miserable condition of the hospital's dumpsite.

They said foul smell comes from the area behind the hospital where wastes like placenta, severed body parts, organs and used syringes are being dumped.

The dumpsite, which is an open area, is located near a residential area.

Although they practice backyard dumping, Icamina had earlier said, the garbage are burned every afternoon.

But after a team of reporters saw the dumpsite's poor condition, Icamina admitted that he can't always monitor the disposal of waste materials coming from the operating room.

Icamina had also said that the scattered hospital wastes are due to the "laziness" of the janitors assigned to dispose them.
