Gov't workers called 'bearer of good news'

CIVIL Service Commission (CSC) chair Karina Constantino-David Wednesday lauded government executives and employees in Western Visayas for a "very impressive" showcase of government services in Tuesday's opening rites of the Service Fair 2003 at the Robinson's Place Iloilo.

"Amid the dismay and demoralization in the society, this is a small attempt to show that there is good news behind the bad news," said David, who was the special guest in the five-day affair organized by the Regional Association of National Government Executives to mark the CSC's 103rd anniversary.

In her speech, she said that despite the negative impression on government workers, a large majority of public servants are competent, honest and have the value of service.

She said that "government officials and employees are looked at by most of our people as though we're all part and parcel of various forms of graft and corruption."

Constantino-David said that in order to counter these negative perceptions, the government needs "people with enough courage to rock the boat by taking upon our shoulders the value of being true to the oaths of office that we take every Monday of the week."

She added that the CSC dreams of a civil service that can be respected for its efficiency, for its effectiveness and its integrity; and a civil service that can be insulated from the powers of politicians.

The CSC further said, "We dream of a civil service that can be compensated based on rational and realistic parameters; and a civil service that is governed by merit and fitness from the time of recruitment, all throughout the period of retention and all the way to retirement."

The opening rites was capped by the recognition of the semi-finalist of the Search for Outstanding Government Officials and Employees.

The awardees: Lingkod Bayan Award - Mayor Raul Banias of Concepcion, Iloilo; Dr. Leoncio Deriada of UPV Miag-ao; Dangal ng Bayan Award - Ms Susan Dignadice, midwife III, Municipal Health Office of Ajuy, Iloilo; Ms Ruth Perucho, supervising probation and parole officer, Parole and Probation Administration; Ms Maria Denaga, midwife II, Municipal Health Office, Pontevedra, Capiz; Dr. Nicolas Bra¤a Jr., professor IV of Panay Polytechnic State College, Mambusao, Capiz; Pag-asa Award- Department of Health Center for Health Development VI (Group) and Dr. Renato Alba, president of Western Visayas College of Science and Technology.
