Bautista, Quintos swapping posts?
By Ruby P. Silubrico

CAPIZ Provincial Police Director Efren Quintos and Senior Supt. Norlito Bautista of the Police Community Relations will probably swap posts, a highly-placed source at Camp Delgado said.

The source said the probable swap is part of the looming major revamp in the Police Regional Office 6.

The turnover ceremony will either be on Sept. 15 or 19.

When reached for comment, Bautista said that he has not yet received any order regarding the swapping from his superiors.

"I consider those reports as hearsay because I have not yet received any order from the higher command," Bautista said.

Senior Superintendent Quintos, on the other hand, is expecting his relief within the month. He said that he had already talked to Western Visayas Regional Police Director Marcelo Navarro Jr. a few weeks ago.

Quintos reportedly had a hard time handling the illegal drugs problem in his assignment because of the meddling of some politicians.

During a drug buy-bust, he said he caught the ire of a mayor from Capiz. The mayor, whom he did not mention, reportedly got angry after his friend was arrested by Quintos.

This mayor, he said, cannot admit the "uncontrollable" proliferation of illegal drugs in his jurisdiction.

According to records, Quintos netted 134 grams of methampetamine hydrochloride or shabu from last January to August. Last year's catch was only 8 grams.

Quintos has been Capiz police director for over a year now, while Bautista has been Police-Community Relations head for two years now.
