Contractor to evaluate housing project: Treñas

* Mayor Jerry Treñas says he will then discuss with ABE representatives other issues to resolve the controversies regarding the long-delayed housing project

REPRESENTATIVES of housing contractor Ace Builders and Enterprises (ABE) will arrive in Iloilo City this week to evaluate the status of the city's P125-million housing project in Barangay Ungka, Pavia.

Mayor Jerry Treñas said he will then discuss with ABE representatives other issues to resolve the controversies regarding the long-delayed housing project for City Hall employees.

Final details for the payment of the ABE's fourth progress billing worth P4.3 million will also be discussed.

The Task Force Housing recommended earlier that the City pay ABE their billing subject to four conditions.

First, ABE shall comply with the requirements necessary for the processing of their payment.

They will also be required to undertake an Affidavit of Undertaking that they will resume work at the project.

Third, that they correct all deficiencies and discrepancies in the project as contained in the previous inspection reports.

Lastly, "the contractor shall bind himself to resume the work within seven (7) calendars days upon receipt of payment for its Progress Billing No. 4."

The City withheld payment after reports surfaced that the contractor used substandard materials in the project.

ABE, reacting to the suspension of payment, also suspended work on the project.

This is despite a return to work order from the City Engineer's Office (CEO).

Treñas, his predecessor former mayor Mansueto Malabor and several other present and former city officials have been indicted by the Office of the Ombudsman-Visayas on their alleged lapses in the implementation of the housing project.

It was recommended that the Ombudsman inquiry be upgraded into a criminal case for violation of Republic Act 3019 against Malabor, former Vice Mayor Guillermo de Llana, Vice Mayor Victor Facultad, former Councilors Rolando Dabao, German Gonzalez, Eddie Laczi, Jose Junio Jacela, Perla Zulueta, Julie Baronda and Jullienne Baronda; Incumbent Councilors Joshua Alim, Erlinda Liberiaga, Marietta Orleans, Ramon Cua Locsin and Ma. Rita Bascos-Sarabia; and former Prequalification Bids and Awards Committee members lawyer Mario Caoyonan, Engr. Ely Bagtasus, Nilo Moralidad, Julianito Ortigas and Rey Asuncion. NLG
