DENR warns v. issuing unofficial land certificates
THE Department of Environment and Natural Resources (DENR) issued a warning against the issuance of unofficial certificates of land records.
The agency said all certification for any land record would be deemed unofficial unless it is signed by the Regional Technical Director (RTD) for Land Management.
The warning was issued to avoid the proliferation of issuance of fraudulent certified copies or certification of land records.
Under section 11 of the DENR Administrative Order No. 24, series of 1998, "the Regional Technical Director for Land Management Services certifies survey and land disposition records and copies of approved survey plans/maps and technical descriptions for titling."
This section is vital, DENR said, as any transaction on land matters that needs certified copies or certification for authenticity of land documents may be declared unofficial unless it is signed by the RTD for Land Management Services of the region where the land is located.
The warning is in support to the "Oplan Anti Fake Title," which is being implemented by the DENR since it discovered many anomalous transactions involving the sale, transfer, and issuance of titles that do not pass through the appropriate procedure especially involving public forestlands.
Those who have land transactions of any kind must first know the name of the present regional technical director of their region and verify the authenticity of his signature by going to the Land Management Services of the DENR regional office.
