JAIL warden Juan Mabugat will take the "hotseat" in the joint administrative-legislative inquiry on the alleged mismanagement and lapses at the Iloilo Rehabilitation Center this week.
3rd District Board Member Emmanuel Gallar will spearhead the investigation which will primarily dwell on the escape of massacre suspect Jerry Suficiencia, death of inmate Isagani Matabuena and the alleged bribe money received by jail guard Samuel Asuncion from the late robbery suspect Joel.
Villanueva was recaptured after Prion died.
Aside from that, there is also the alleged entry of illegal drugs and liquors and holding of illegal gambling inside the jail.
Gallar said Mabugat failed to implement measures to prevent and solve these incidents.
The investigating committee headed by Lawyer Salvador Cabaluna III of the Provincial Legal Office earlier said in their report that Mabugat be made to explain "why the key to the iron steel bar door leading to the kitchen and outside was given to the living out prisoner."
