Treñas supports perimeter ordinance review By Jay Dooma Balnig
* Group says dialogue successful
* Icada's Salarda says that if not for the strike, Treñas would not have faced them in resolving the issues pertaining to the PBO
* 'I will hold a dialogue with the City Council on the possible amendments to the PBO and not for the repeal, as earlier proposed,' Treñas says
AS THE two-day transport strike ended Tuesday, various transport groups claimed victory after Mayor Jerry Treñas signified willingness to review the Perimeter Boundary Ordinance (PBO).
This developed after their dialogue Thursday with Governor Tupas, Treñas and other mayors at the Governor's office.
Edgar Salarda, secretary general of the Iloilo City Alliance of Drivers Association (Icada) claimed victory over their battle against the PBO implementation.
Salarda said that if not for the strike, Treñas would not have faced them in resolving the issues pertaining to the PBO.
"Also, with the intervention of Tupas and other municipal mayors, Treñas finally listened to the clamors of drivers affected by the PBO. We are thankful that the mayor signified his willingness to review the PBO," he added.
Salarda said that an estimated 95 percent of provincial jeepneys and buses joined the strike.
Present during the dialogue in Capitol conference room are Mayors Gregor Brazas of Zarraga, Adolf Jaen of Leganes, Gerry Flores of Miag-ao, Romulo Cabana of Leon, Arcadio Gorriceta of Pavia, Juanito Alipao of Alimodian, and Ramon Yee of Cabatuan.
Treñas on the other hand, recommended the consolidation of all issues hurled by transport group.
"I will hold a dialogue with the City Council on the possible amendments to the PBO and not for the repeal, as earlier proposed," he said.
Repeal Process
Director Martin Delgado of the DILG claimed that a certain ordinance must pass through a proper process before it gets repealed.
"There are grounds in repealing the ordinance. One is that the said ordinance is not enforceable and it's defective. Second, if that is not acceptable to the people," he said.
He added that to initiate the repeal, somebody from the Council must make the first move in endorsing a resolution asking for the repeal.
Meanwhile, Councilor Eduardo Penaredondo, member of the committee on transportation, said he would hear the pros and cons of the PBO.
"The point is, is the ordinance good for the whole community?" he said.
