Village registry not prelude to nat'l ID system

THE setting up of a Barangay Registry of Inhabitants (BRI) is not prelude to the establishment of the National ID System, said Regional Director Evelyn Trompeta of the Department of Interior and Local Government (DILG).

Trompeta said the BRI is merely in compliance with the provisions of the Local Government Code.

Under such law, Barangay Secretary is mandated to list and update data on their inhabitants, with basic information such as name, address, place and date of birth, sex, civil status, citizenship, and occupation, among others.

The Barangay Secretary shall also submit a report on the actual number of barangay residents to the Sangguniang Barangay (Village Council), and assist the Municipal Civil Registrar in the registration of births, deaths and marriages.

Meanwhile, the DILG will hold its nationwide Barangay Assembly Saturday to give barangay residents a chance to air issues and concerns in their respective villages.

Proclamation 342 issued in 2003 provides that Barangay Assembly should be scheduled on the last Saturday of March and the third Saturday of October.

However, the activity was moved a week ahead because this month's last Saturday is a Black Saturday.

"The Barangay Assembly is an effective venue to ventilate issues and concerns that need to be addressed by the barangay officials," said DILG Regional Director Evelyn Trompeta. "It is also a chance for people to know how their barangay is doing in terms of delivery of basic services."

"To gauge the compliance of our barangays to the provisions of the Local Government Code and Proclamation Number 342, we shall closely monitor which barangays conducted assembly, and which did not."

Trompeta added, "We will monitor the highlights of activities of barangays which held their assembly, and we will also take note of the reasons why the concerned barangays failed to conduct theirs."

Secretary Angelo Reyes had enjoined all barangays to hold their First Barangay Assembly Day for the year.

To ensure the activity's success, Reyes asked all city and municipal mayors to support the barangay officials and Liga ng mga Barangay chapter officers within their jurisdiction.

DILG field officers were also tasked to render technical assistance for the conduct of the barangay assembly.
