6 Concepcion cops sacked for maltreating man

SENIOR Superintendent Efren Quintos, provincial director of the Iloilo Provincial Police Office (Ippo), relieved six personnel of the Concepcion Police Station for maltreating a man.

Those who got the boot from their post since Friday were police officers Amado Octaviano, Mario Aragon Gilbert Piedad, Nicanor Alvarez, Will Lozada, and William Sulapas.

They would be temporarily assigned at the Ippo.

Personnel from the 3rd Mobile Group would replace the relieved cops.

Allegation

Quintos said that John Mark Perez, 33, of Poblacion Concepcion, tagged the cops as the ones who maltreated him last October 20.

According to reports, Perez was at the KTV Bar in his barangay when the policemen entered and ordered them to close the establishment.

However, Perez and his sister told them that it was too early to close the bar, since it was only 9:30 p.m. A heated argument ensued afterwards.

Perez said the cops took him to the police station against his will and was maltreated there.

Injuries

A medical certificate signed by Helen Minguez, municipal rural health officer, dated October 23, showed that Perez suffered multiple abrasions on his neck, anterior part, left axilla, posterior axillary line, right knee, and thigh.

He also suffered contusion on his left temporal area and both arms.

Perez said he has already reported the incident to the office of the Commission on Human Rights.

The suspects, however, denied Perez's allegations. They said he was only pushed towards the cell after he criticized them.

Warning

After learning of the incident, Quintos called the suspects and warned them not to do it again.

"As police officers, they should be civilian-friendly," Quintos said.

Quintos had already forwarded the case to the National Police Commission so the investigation won't be biased.

"It depends on the victim if he will file charges before the Napolcom or to the Internal Affairs Service in Camp Delgado because I don't want to handle the investigation to avoid biases," Quintos said.

"Whether the claim of the victim is true or not, they have to face it and justify it in the proper forum," Quintos added.
