Solon says delay in construction of Iloilo int'l airport worsens

ILOILO Representative Rolex Suplico claimed Wednesday that the delay or slippage in the construction of the new Iloilo International Airport by Taise-Shimizu Joint Venture (TSJV) has worsened as of the end of September 2005 to negative 47 percent to 57-59 percent.

"I have an official copy of the Engineer's Monthly Report No. 18 for the Month of September 2005' prepared by the Japan Airport Consultants, Inc., with Phil. JAC, Inc. and the Basic Technology and Management Corp. for the Department of Transportation and Communications (DOTC)," Suplico said.

He said the "The Report provides: "1.5 Summary of Progress Status. First, on the basis of the Clause 14 Programme, excluding Fuel Supply Facilities, Contingency Sums and any expenditure during the Defects Liability Period, progress as at the end of September is as follows: Planned progress for month of September, 3.90 percent, cumulative 37.22 percent; actual progress for the month of September 1.09 percent and cumulative, 15.89 percent.

The cumulative achievement against this programme equates to 57.31 percent slippage to the planned achievement, which is equivalent to cumulative slippage of 5.75 months. This is worse than last month.

On the basis of Clause 14 Programme, including Fuel Supply Facilities but excluding Contingency Sums and any expenditure during the Defects Liability Period, progress as at end of September is as follows: Planned progress for month of September 3.99 percent, cumulative 36.58 percent; actual progress for month of September, 1.01 percent, cumulative 14.88 percent.

This shows the cumulative achievement against this programme equates to 59.32 percent slippage to the planned achievement.

Third, on the basis of the amended Catch-up programme (again excluding Fuel Supply Facilities, Contingency Sums and expenditure during the Defects Liability Period), progress as at end of September is as follows: Planned progress for month of September, 5.34 percent, cumulative 30.14 percent; actual progress for month of September 1.09 percent, cumulative 15.89 percent.

The cumulative achievement against this programme equates to 47.28 percent slippage to the planned achievement, which is equivalent to cumulative slippage of 3.75 months. The total percentage slippage is worse than last month." (Page 2-3, Engineer's Monthly Report No. 18)

"The Report also stated that: 'Civil works is still the critical activity but during September only 11,500 m3 of material was embanked in the runway area, less than in August (15,000 m3) and still far short of the 10,000m3/day necessary to restore lost progress.' This means that the delivery of embankment materials for the airport's civil works is steeply declining. And because of this, I think that the Report correctly concluded that 'all buildings are behind programme,'" Suplico said.

"It will now take a miracle for Taise-Shimizu Joint Venture to finish the project on its contract completion date at the end of October 2006.

Taise is now floating a new completion date: end of June 2007; which, however, it failed to justify. It is now time to rescind Taise's contract, blacklist it, and get a more capable contractor, who can finish the construction on time. We should stop coddling Taise-Shimizu JV," Suplico said.

Meanwhile, Representative Arthur Defensor said Transportation Secretary Leandro Mendoza and the contractor will evaluate the progress and efficiency of the construction of the new Iloilo airport.

Defensor revealed that President Gloria Macapagal-Arroyo has recalled her administrative order creating the Iloilo Airport Coordinating Committee, putting the obligation to the Department of Transportation and Communication (DOTC) instead.

Wednesday was the last day of the congressional hearing on the new Iloilo airport project.

"We gave all the parties the opportunities to submit their documents and air their sides. The committee will assess their testimonies as well as that of the guests and resource speakers and pieces of evidence," he said. (With reports from KVC)
