Oso hits absence of tardiness in Council report

THE summary of absences of the Provincial Board showed no mark of tardiness. Why is it not in the list?

Board Member Domingo Oso said that the number of tardiness incurred by Board Members should be put on the list "to let the people know."

In a copy provided by the Office of the SP Secretariat signed by the Secretary to the SP, Lorenzo Tubola and with an initial from the office of the Vice Governor, the list of lates did not appear.

As shown in the copy, only Board Member Angel Briones, president of the Liga ng mga Barangay had three absences. He incurred five absences and four absences due to official business.

President of Provincial Sangguniang Kabataan Federation Jeneda Salcedo made 12 absnces, mostly sick leaves and four official business leaves.

BM Licurgo Tirador of the 3rd District incurred 11 absences and two official business leaves.

BM Emmanuel Gallar incurred 10 leaves and two official business leaves; BM Rodolfo Cabado, 2nd District incurred nine leaves, no official business; Lilia Gonzales incurred three leaves, four official business; Bernardo Silla of the 1st District, three leaves and one official business; Vice Governor Roberto Armada, two leaves and two official business; Macario Napulan of the 1st District, one leave and one official business; Cecilia Capadosa of the 2nd District, no leave, five official business; Niel Tupas Jr. of the 5th District made no leave, four official business; Eric Barbosa Sr. of the 5th District, no leave, no official business; Domingo Oso of the 4th District incurred no leave and one official business.

Only BM Romeo Palmares of the 4th District incurred no absence, leave nor official business.

Sick leave, vacation and special leave were given to each SP member each year according to the SP Secretariat.

Fifteen days each were given to sick and vacation leave but only three for special leave.

Oso said it was stated in the SP's internal rules that the number of absences should be listed in the said summary.

Also in its internal rules, the SP shall serve a disciplinary action to any member who commits four consecutive absences.

In 2004, Salcedo made the top list of leave (13) and absence (1) while Tupas had a perfect attendance./LABB
