City Gov't strengthens crowd control measures
IN THE light of the February 4 stampede outside the PhilSports Arena (formerly Ultra) the Iloilo city government took a move to further strengthen its crowd control measure to avoid the occurrence of such incident in this city.
Recently, Mayor Jerry Treñas issued an Executive Order requiring additional requirements for the issuance of Mayor's permit in staging public events involving assembly or gathering of considerable sizes of crowd in this city.
Trenas cited in the EO that Iloilo City is considered a regional center where many major events are occassionally held, thus, the need to address this matter on public safety and security as a major concern.
"The safety and security of the public in event gatherings are the main concern of the local government as event coordinators or organizers usually rely on local government for assistance on security and safety," Trenas said.
Based on Executive Order No. 05 series of 2006 the additional requirements to be submitted upon application of a mayor's permit for holding an event are the following: security plan, crowd control measures, emergency preparedness and contingency plan, responsible persons contained in an organizational structure for the event, coordination with the Iloilo City Police Office (ICPO) for police assistance, and coordination with the Crisis and Disaster Management of the city.
