Oso's committee hearings suspended anew

ISSUES such as ghost job hires in Vice Governor Roberto Armada's office, Governor Niel D. Tupas Sr.'s job hires with no definite assignment were not touched by the Committee of the Whole Chairperson Board Member Domingo Oso Jr., after his two scheduled hearings were snubbed by majority of his members Tuesday.

The first scheduled hearing was in February where there were only Board Members Cecilia Capadosa, Niel Tupas Jr and Oso himself who attended.

The hearing was suspended then for no quorum. There should be eight members of the Provincial Board present to get a quorum.

There were only four members who attended Tuesday's meeting. Again, there was no quorum, thus the hearing was suspended again.

In the same day was the regular session of the PB. Oso brought the issue to the body and pushed for referring it back to the body's joint committees for immediate disposal of the issues.

Oso told Sun.Star Iloilo that he was disappointed that four members of the conscience bloc, whose member Board Member Emmanuel Gallar is a complainant of Armada's illegal job hiring was not present himself.

All talk, no action

Oso concluded that the conscience bloc has all talk but has made no action pertaining to its absence in two scheduled committee hearings.

He added that the conscience bloc has a reason to attend because Gallar has this complaint against the Governor.

Oso said despite this circumstance, there is no given rule in disciplining these absences.

"..but the public should know their performance so that their choice during election be evaluated."

Meanwhile, the issues on job hires-both of the Governor and of the Vice Governor were referred to the committee on General Service and Committee on Ordinances and Legal Matters chaired by Board Member Tupas and Oso respectively.

Issues on the power substation was referred back to the committee on ordinances and legal matters; the administrative case against Igbaras mayor to committee on justice chaired by Oso; and PBO to committee on ordinances and legal matters.

Tuesday should have been the committee's preliminary conference where the said issues can be dropped or carried.

However Gallar, in a radio interview, said the issue on the un-pursued hearing was not new in the body.

"Halin pagpungko ko dira sang una, amo gid na ang problema dira, sa mga committee hearing, wala sang quorum. Indi man ang sa minority tanan ang waay dira kagina. May majority man. Kon amo na ang decision nga ibalik sa standing committee dal-on niya sa floor (plenary) kag desisyonan ina nga ibalik sa standing committee."

There has been no objection in the motion of Oso in referring it back to the sanding committees, and so the motion to do the same was approved.

The chairman of each committee mentioned will schedule a committee soon.
