Guv tells inmates to follow rules

ILOILO Governor Niel D. Tupas Sr. advised the inmate-protesters to follow the Iloilo Rehabilitation Center (IRC) regulations, as he found no lapses in the management of its jail warden, retired Superintendent Juan Mabugat.

Lead inmate protester Ernie Del Castillo, in behalf of his co-protesters, complained of the insufficiency of food supply, unclean drinking water and insufficient source of the same and maltreatment of some jail guards.

Del Castillo said they were not demanding for the reorganization of mayor and de mayors in the new IRC contrary to earlier reports.

Tupas told reporters Tuesday that the complaint on the food was a result of the P30 per meal budget per person.

He said it was justifiably made for the inmates considering that they are not entitled to privileges enjoyed by people outside of jail.

Tupas however said the demand of P5 increase in the budget for food will be studied.

As for the unclean drinking water and shortage of such and the maltreatment by jail guards, he said these will be investigated.

He said he has seen no violation with regards to Mabugat's management but will open investigations on the issues hounding the detention center.

Tupas said there were only eight inmates (all detained in one cell) who had conversed with him while most of the inmates had denied they have signed or made a complaint.

Meanwhile, Tupas said he will try to provide a new TV set for the entertainment area, a radio and refrigerator.

Standoff

Last Monday around 200 inmates at the new IRC in Barangay Nanga, Pototan held a noise barrage to air their complaints.

The standoff started at around 8 a.m. and lasted until in the afternoon.

The inmates destroyed their beds and other cell fixtures while chanting and yelling.

The inmates threatened to have a massive jail break if Mabugat does not grant their demands.
