We don't rely on city for our supply budget: Bautista By Ruby P. Silubrico
CITY Police Director Senior Superintendent Norlito Bautista clarified Tuesday that they are not relying their office budget on the City Government contrary to the claim of City Councilor Erwin Plagata.
Bautista said they are only asking for the Iloilo City Police Office's (ICPO's) share from the police clearance income and they are not asking for more.
It was learned that the City Government and ICPO have agreed to a 50-50 percent sharing, but it took a long time for them to receive their share, thus the police clearance processing has been affected.
He further said that their monthly budget from the City Government is being used to buy their office supplies. The budget from Camp Delgado is being used for other needs like operations and maintenance of patrol cars.
"Daw indi gani maka-igu pero gina-divide lang namon para maka-igu gid (It doesn't seem enough but we are dividing this in order to make both ends meet)," Bautista said.
"It's not true and his (Plagata) statements are so unfair. We are not depending on them. Wala gid kami nagasalig sa ila. Ang amon lang ya ang kita or ang share sang ICPO sa police clearance (All we want is for them to give the ICPO's share in the police clearance)," he added.
Bautista said that the release of their funds would take a long procedure. "There will be a resolution first, a bidding at the City Council and the confirmation of Mayor (Jerry Trenas). So, maka-sustener bala ina sa mga supplies sa pag-process sang police clearance adlaw-adlaw? (So, can that sustain our needs to process police clearance every day?) That's why we need to go back to the manual system because we can't do anything about it. We don't have enough budget," he said.
Surprised
Last Monday, Plagata said that he could not accept the fact that the ICPO will go back to the manual system of processing police clearance. This, even if an ordinance leading to the computerization of the police clearance was implemented earlier. He authored the said ordinance.
So, he inquired from Camp Delgado on how much it provides the ICPO yearly.
Camp Delgado provides the ICPO with P135,000 for its maintenance and operating expenses, of which the police clearance processing is a part of.
Plagata revealed that the annual fund from the City Government for the ICPO's supply materials is P380,000 and broken down as follows in the different precincts: ICPO - P60,000; Mandurriao - P40,000; Jaro - P40,000; Molo - P30,000; Arevalo - P30,000; La Paz - P30,000; Mobile Group - P30,000; Traffic Management Enforcement Unit (TMEU) - P30,000; and Special Weapons and Tactics (Swat) - P30,000.
"So, we want to validate if what Camp Delgado and the City Government gives the ICPO is not enough. Because if it's not enough, then we will ask the Mayor to add. Or I will suggest to the Committee on Appropriations to give them a separate fund for the police clearance department so that they won't run out of materials," he said./RPS
