Legal Office invites guards for questioning
SEVEN Iloilo Rehabilitation Center (IRC) jail guards were invited for questioning on Friday.
Provincial Legal Office (PLO) chief Dante Joaquin, who is also chairman of the fact-finding committee tasked to investigate the death of IRC inmate, last June 3 said that Warden Juan Mabugat presented seven jail guards for questioning by the said committee on Friday.
These jail guards are JO3 Melver Pendon, JO2 Rodolfo Picara, Noel Villavicencio, Jeorge Viloria, Antonio Sajonia, Joel Lego, and Ramon Rosales.
Mabugat told Sun.Star that these were the guards who fired their guns on Joaquin when the latter tried to escape the IRC.
In its initial hearing Monday, Cabaluna's committee asked Mabugat for the guards' names.
Cabaluna said they also asked Mabugat about the procedures implemented in the IRC if cases like escapes occur.
The committee also requested Mabugat to provide a sketch of the premises of the IRC to support the investigation.
The fact-finding committee, which is composed of lawyers Ethel Dima-isp, Edgar Sumido and Cabaluna is scheduled to make an ocular visit to the IRC before their second scheduled hearing in Friday.
Iloilo Governor Niel D. Tupas Sr. ordered PLO Chief Cabaluna earlier to create a fact-finding committee and conduct an investigation on "overkill" of Joaquin.
In an earlier report, medico-legal of the Crime Laboratory of Camp Delgado, Dr. Owen Lebaquin revealed that Joaquin succumbed to nine pellet wounds caused by a 12-gauge shotgun, two from a .9MM and M16 armalite rifle. Mabugat said the seven guards used different firearms during Joaquin's escape.
The PNP Regional Office has already conducted a laboratory examination of the firearms but Mabugat said they have not been furnished a copy of the result. (LABB)
