Execs agree anti-smoking law has lapses; implementation to go on
UNANIMOUSLY, the members of the City Council observed lapses in the week-long implemented anti-smoking ordinance in the city but the implementation will continue.
City Councilor Erwin Plagata echoed the complaints and observations of the public Wednesday during the regular council session.
Plagata stated the same in a resolution. He stated that for one, the provisions on the covered area defined as non-smoking area was not defined clearly such as the "public conveyances" covered by the same.
Plagata said that there should be a clearer picture of the ordinance, which the public would be made understood.
The said resolution received no opposition from any member even from the proponent and chairperson of the implementation of the said ordinance, Councilor Julienne Baronda.
The body unanimously approved that the said complaints and or observations of the implementation of the ordinance be deliberated and given attention in a committee hearing between Baronda's Committee on Women and Family Relations, and Councilor Eduardo Peñaredondo's Committee on Rules, Ordinances, Resolution Style, Justice and Legal Affairs.
The suspension and or the continuance of the implementation of the anti-smoking ordinance will depend unto the result of the committee hearing made between the same committees pertaining the observations and complaints of the implementation of the same.
Baronda, in an interview said, "We listen to the observation of the majority. I will give my answer to the observations and complaints to the implementation of the ordinance in the proper time."
She reiterated that the unanimous approval of the SP do not figure on suspending the implementation of the ordinance but a mere approval of listening to the complaints and deliberating on them to make proper recommendations on the implementation of the ordinance. Thus, the implementation of the anti-smoking ordinance continues.
Plagata said that the silence of the proponent (Baronda) on the complaints and observations he has announced Wednesday spelled the "admission, although indirect, that there is defect (in the smoking ordinance) that should be corrected." (LABB)
