Agri office hosts 15th Nat'l Forum on Animal Feeds, Veterinary Drugs By James Earl E. Ogatis
THE Department on Agriculture, Regional Field Unit No. 6 hosted the 15th Annual Workshop on Animal Feeds and Veterinary Drugs and Products Quality Control and Safety at Amigo terrace Hotel on July 4-6, 2006.
The activity was attended by the Regional Animal Feeds and Veterinary Drugs and Products Control Officers (RAFVDAPCO), Provincial Animal Feeds and Veterinary Drugs and Products Control Officers (PAFVDAPCO), and Biological and Feed Products Inspectors (BFPI) personnel coming from different regions all over the country.
According to Mrs. Melba T. Lipardo, the RAFVDAPCO of DA RFU 6 and likewise the workshop coordinator, the three-day workshop aims to strengthen the RAFVDAPCO, PAFVDAPCO and BFPI in feed and veterinary drugs sampling, inspection and evaluation in feed establishments, ensure quality feeds and veterinary drugs are circulated in the market and enhance more knowledge and understanding on the implementation of RA 1556 which is the Livestock and Poultry Feeds Act.
"The Western Visayas has nine registered feed millers which supply the needed requirement of poultry and livestock industry. There are four companies which are about to join the feed millers association here and this will greatly help in the distribution and supply of animal feeds and veterinary products' circulation," said Perlita G. Mecha, chief, Livestock Division during the opening program.
She added that feeds is one important ingredient in livestock and poultry production. This comprises 75 percent of the production cost considering the activities from planting of needed raw materials such as corn up to the consumption of these feeds by the animals.
Dr. Davino P. Catbagan, the OIC - Bureau of Animal Industry stressed that there are three important things to consider in order to attain the objectives of RA 1556. One there must be laws in which will be the guide to attain the objective. Two, there must be functional feed laboratories that are capable of doing proximate analysis as far as feed and veterinary drugs quality is concerned. And three, there must be competent workforce who are capable to implement the law.
Dr. Catbagan stressed that these personnel must have incontestible integrity, technically competent, non-corruptible and consistent at all times in order to be effective and efficient agents of the government in enforcing the laws. Furthermore, he emphasized the need of strong partnership with the private sector and local government units in order to enhance the post-harvest facilities.
The topics discussed during the three-day workshop are Search and Seizure of Contraband Products by Atty. Roland A. Tulay, Regulatory Infrastructure for Quality and food Safety by Eufrecina L. Estanislao, AFSO-BAI; LGU Regulatory Programs and Updates by Mr. Benjamin Angeles; and technical and Product Presentation of various feed millers corporations.
