Province's appropriations approved

WITHOUT longer discussions, the appropriations on the Provincial Government's supplemental Budget Number 2 this year were "approved without further adieu."

Committee on Ordinances, Legal matters and Inter-Government Relations Chairman Board Member Domingo B. Oso Jr., described the scenario Tuesday during their regular session when the appropriations were approved.

The appropriations of Provincial Board Member Niel Tupas Jr., chairman of the Provincial Board's Committee on Appropriations, with the support of the majority of the members of the said body, was accepted without further delays.

The appropriations of the P73,214,131.70 supplemental budget was requested by Iloilo Governor Niel Tupas Sr.

The amount of P42,052,993.89 out of the said budget came from the monetized Internal Revenue Allocation (IRA) of the Provincial Government; P15.1 million was the excess income from hospitals from January to June this year; and P4,847,006.11 from the salary savings from June to July this year.

Appropriated were P5,462,256 to go to the Provincial Treasurer's Office for the monetization of leave credits of Capitol employees with addition of five days to the number of days of leave.

A total of P5.580 million was appropriated for the Governor's Office. One million goes to donations; P2 million to general services; P1 million to HRIG anti-rabies medicines; P500,000 for purchase of canine-anti rabies vaccines; P1 million as subsidy to Local Government Units (LGUs); and P80,444 for the repair and maintenance of the Provincial Welfare and Development (PSWD) Day Care Center.

The Provincial Board also gets P680,000 as general services; P1 million to PSWD as donations; and P298,800 for the Provincial Prosecutor. That is P80,000 as traveling expenses; P170,000 as training expenses; P28,000 for the State Prosecutor as his traveling expenses and; P20,000 for his training expenses.

The Regional Trial Court judges also availed from the appropriations. A total of P222,500 was allotted for them.

The P75,000 was for the traveling expenses; another P75,000 for the training expenses; P22,500 as subsidy to National Government Agencies; P30,000 for the traveling expenses of the City Court and; P20,000 for the training expenses.

"Illegal Task Force" gets allotment of P67,500 for their oil, gasoline and lubricants. The money goes to the Administrator's Office.

The Provincial Engineer's Office availed of P2,528,500, P2 million for their gasoline, oil and lubricants and the rest for their repair and maintenance of Office Building (motorpool bay).

All appropriations were for personal services.

For capital outlay, the Governor's Office was allotted with P1.5 million for equipment outlay and P39 million for the construction and heavy equipment (purchase of 10 additional brand new dump trucks).

Province's district hospitals such as Pedro Trono District Hospital, Aleosan District Hospital and Ricardo Y Ladrido Memorial Hospital were also allocated of its shares from the budget.

The first was allotted of P3 million for its X-ray machine. The second will get P420,000 for its repair and the last will get P540,000 for its equipment.

The construction (in progress-agency asset) of the New Iloilo Rehabilitation Center (IRC) was allotted with P1.276 million and P424,000 for its equipment outlay.

Infrastructure projects were allotted of P4,214,131.70. Asphalting of roads of Pavia and Janiuay for P1 million each; rehabilitation of Banate and Concepcion roads for P1,674.131.70 (P1 million for the former and the rest for the latter); and installation of guardrails Area IV for P540,000.

Some P5 million was allotted for Social Development Assistance Project of priority villages in the province.

Community Development Action Program (Cdap) was allotted with P2 million. The said amount will go to the offices in the Provincial Government according to the discretion of the Governor.

The appropriations went thorough deliberation of the committee on appropriations members in July 19. An appropriation ordinance was passed providing for the said P73 million supplemental budget.
