Cops urge village execs to help in crime prevention

THE Public Safety Officers Basic Course urged village officials and tanod members to help the Philippine National Police (PNP) in crime prevention and support their internal security operation to maintain peace and order.

Senior Inspector Fel Gonzalgo, who spearhead the 12 police officers who are now on their training for basic course Wednesday, reiterated before the village officials the importance of crime prevention, deputization of village officials, patrolling and juvenile justice and welfare.

Gonzalgo and other members had conducted a meeting with village officials of Tabuc Suba, Hechanova and Benedicto in Jaro I order for the latter t know their responsibility as partner of the PNP.

However, the village officials and tanod members were warned against carrying deadly weapons and guns.

Gonzalgo said that this activity was done "because the community is our counterpart in solving criminality in our area and in fighting against insurgency as per directive by our President Gloria Macapagal-Arroyo."

Arroyo's executive order No. 564 directs the PNP to undertake active support to the Armed Forces of the Philippines in internal security operations for the suppression of insurgency and other serious threats to national security, amending certain provision of executive order No. 110 series of 1999 and for other purposes.

Under this EO specifically sec. 1, the PNP shall support the AFP in combat operations involving the suppression of insurgency and other serious threats to the national security while sec. 2 states that in the exercise of its responsibility, subject to the concurrence of the appropriate Local Chief Executive through the Local Peace and Order Council, the PNP is hereby authorized to deputize the barangay tanods as force multipliers in the implementation of peace and order plan in the area.

Section 4 emphasizes that the Local Chief Executive in the coordination of the Local Peace and Order Councils shall include in the integrated area, Community Public Safety Plan of their respective city/municipality, the priority program of action/thrust in resolving the insurgency and other serious threats to national security and ensure appropriation thereof for effective implementation of this Executive Order.

Meanwhile, the village officials are had a refresher on various violations in laws like the RA 8505 or Rape Shield Law, RA 7877 or Sexual Harassment Act, RA 9344 or Juvenile Justice and Welfare Act, RA 9262 or Violence Against Women and Children, RA 9184 or Government Procurement Reform Act, RA 8294 or Amendment to PD 1866 or Firearm and Explosive Act, RA 7438 or Rights of Person Under Custodial Investigation, RA 6539 or the Anti-carnapping Law, RA 9165 or Dangerous Drugs Act of 2002 and RA 4136 or Land Transportation and Traffic Code.
