City Council ordinance bans half-naked people in markets

FOR decency and to improve the image of the city, there shall be no "half-naked" persons in the public markets.

This was reflected in the newly approved ordinance authored by chairman of the committee on markets and slaughterhouse Jeffrey Ganzon.

"Kargadors," vendors, and even customers would be apprehended if found violating the ordinance.

The ordinance is effective within the market building and three meters away thereof.

The markets covered are La Paz, Jaro, Iloilo Terminal Market, Central, Mandurriao, Arevalo and Molo (which has yet to make one) Markets.

Approved on Wednesday during the Council's regular session, the ordinance provides a fine of P500 and an imprisonment of one day to be served for the violator on his or her second and final offense.

Ganzon said the penalty was suggested by Councilor Ed Peñaredondo, chairman of the committee on ordinances and legal matters, and was well taken by the former who initially authored four offenses.

For the first offense, warning will be issued; second, eight hours of communal service; third, 24 hours communal service; and fourth and final, P500.

The offender shall be recorded in the form of police blotters and shall be apprehended initially by members of the Vendors Associations of the said markets.

Ganzon said the officers of such associations were present during a public hearing of the ordinance and unanimously approved the proposed ban of shirtless persons.

The ordinance was inspired by the Makati Dress Code, wherein shirtless persons are now allowed. (LABB)
