He is replacing Chief Superintendent Geary Barias.

There will be a turnover ceremony Friday and it will be attended by PNP Chief Oscar Calderon.

Barias, who will be promoted, has served Western Visayas for five months after he replaced Chief Superintendent Doroteo Reyes II last Aug. 2, 2006.

He has excellent performance in his stay here.

Dulay, in a radio interview, said this is a new challenge for him. Taking over PRO6 is a huge responsibility for him despite being a former Provincial Police Director sometime in 1995 and 1996.

However, he believes that he can handle his new post well because he is a lawyer and an expert in investigation. He is also familiar with Western Visayas.

Dulay, who hails from Pangasinan, has been the chief of Criminal Investigation and Detection Group. He became the Chief of Staff in the higher command and was once assigned at the Police Regional Office 4 before he became the Director for Investigation and Detective Management (DIDM).

His recent assignment is being the head of the Legal Service.

He added that his primary concern is to maintain peace and order in the area and disciplining his men.

Dulay, whose wife is related to the Delgado clan in Sta Barbara, Iloilo is known as a strict official.
