Better LGU performance management on

THE self-assessment management development system initiated by the Department of the Interior and Local Government (DILG) called Local Government Performance Management System (LGPMS) is already being implemented by the different local government units in the Province of Iloilo.

In an interview with the Philippine Information Agency, DILG-Iloilo LGPMS Focal Person Rene Landazabal said that all the municipal governments in the province including the Iloilo provincial government and the city government of Passi have already adopted the LGPMS.

LGPMS is an internet-based, self-assessment system that allows provinces, cities and municipalities to conduct a self-evaluation of their performance in the following service areas, namely: governance, administration, social services, economic development and environmental management.

Landazabal said the program is already existing prior to the implementation of the Local Government Code but has evolved into an internet based system as part of the continuing effort of the DILG to help local government units improve governance and enhance the delivery of basic services at the local level as well as to improve access to and use of data by stakeholders and provide inputs to policy makers.

"The program is used amongst others by our local chief executives in their State of Local Governance Report and in planning their programs and projects", said Landazabal.

He added that the program is a big help to the Sangguniang members in formulating their legislative agenda and department heads as bases for their plans of action.

Recently, Interior and Local Government Secretary Rolando Puno urged all local chief executives not yet adopting the LGPMS to team up with the DILG to help put this system in place in their respective localities so that they can effectively establish performance benchmarks and generate strategic data for the development of effective government policies at their level.

In line with this, Puno said, the Bureau of Local Government Supervision (BLGS) will conduct more seminars this year in various provincies, cities and towns that have yet to make use of the LGMPS to help local government units tap the advantages of information technology for effective governance.
