ON THE last minute of the campaign period, Administration's vice gubernatorial candidate and 5th District Congressman, Rolex Suplico, believed that Guimbal outgoing Mayor Richard Garin will replace Kampi's Margarito Clavel, his probable dummy.
Suplico said his supporters saw the young Garin, Clavel together with other comrade having a great time at a coffee shop in front of Jaro Plaza immediately after Clavel filed his Certificate of Candidacy (COC) for vice governor at around 11:56 p.m. last March 29.
Suplico filed his COC at around 11:55 p.m. of the same date, the Comelec record showed.
Clavel, a former Municipal Council member of Oton, filed his COC under Kampi Party based on his Certificate of Nomination and Acceptance (Cona).
Suplico believed that the Garins, who were known of substitution "gimiks," would replace Clavel in the last hour of the campaign period.
To reckon, incumbent 1st District Congressman Janette Garin, during her Provincial Board Member bid, she replaced a candidate who has filed earlier during the eve of the election.
On the other hand, Suplico despite his Cona from Lakas-CMD, Kampi, and Nacionalista Party, did not use the said Cona and filed his COC as an independent candidate instead.
During the first day of campaign Friday for local candidates, Suplico and Vice Governor Roberto Armada were seen together during the inauguration of Batad Municipal Hall.
Political observers are optimistic that Suplico, Board Member Domingo Oso, and Garin will have a good fight in vice gubernatorial race, should the latter indeed replaces Clavel.
