The public was caught off-guard by the storm and the surge of flash flood that came with it resulted in many deaths.

In Jaro, Mandurriao and some parts of La Paz district, many houses were submerged by floodwater that overflowed from the rivers.

The overflowing of the Jaro River forced many families to leave their houses and seek shelter in barangay centers.

Others, however, were unfortunate and fell victim to the rushing floodwater.

The local government unit of the city led by Vice Mayor Jed Mabilog had a hard time providing assistance to those who were heavily affected by Typhoon Frank.

Families and individuals have been asking for help as many were trapped in their houses by rising floodwater.

The strong current of the floodwater also overturned vehicles.
