Oreta hits Gloria's 'treatment' on execs

PRESIDENT Gloria Arroyo is developing a taste for whimsical termination of its subordinates and it is seriously undermining the country's civil service, opposition lawmaker Teresa Oreta said on Saturday.

Oreta said Malacañang has dispensed even with the basic courtesy of informing the concerned officials about their replacement or making it appear that they have been careless in handling their appointment papers.

"The lack of basic courtesy and respect in treating both career and appointive officials reflects badly on Malacañang," Oreta said.

"The public might get the impression that if the Palace could do this to ranking government officials including Mrs. Arroyo's own appointees, then she could to the same to humble civil servants or ordinary mortals."

Oreta cited the case of Customs Collector Celso Templo who was left with no choice but to tender his irrevocable resignation after getting a tongue-lashing by Malacañang.

Templo had justified the shortfall in revenue collections of the Bureau of Customs by citing the weak economy and deteriorating peace and order situation.

The President rejected Templo's irrevocable resignation and told him to get a short vacation to recover from a possible 'job burnout," Oreta rated.

Besides Templo, Oreta also cited the case of the head of the Office of the Government Corporate Counsel, Amado Valdes who was surprised to learn all of a sudden that Justice Undersecretary Manuel Teehankee was replacing him in an acting capacity.

Oreta noted that Valdes received no explanation as to why he was being replaced. There were reports Valdes the Palace's ire for issuing an opinion allegedly upholding the validity of the governments NAIA-3 contract with the Philippine International Airport Terminals Co, Inc. (PIATCO).

Oreta also cited the case of Fermin Nasol of the National Bureau of Investigation (NBI) who was left out in the cold without any explanation.

Nasol said he had already received a letter from Malacañang confirming his appointment to the post but it was Lolito Utitco who eventually took the oath as NBI assistant director.

Oreta pointed out the cases of Lucita Lazo, who was ousted as head of the Technical Skills and Development Authority and transferred to the labor department (Dole) as undersecretary and Alejandro Roces who was booted out as chief of the Movie and Television Review and Classification Board (MTRCB).

Lazo and Roces were reportedly not notified about their removal, Oreta pointed out.

Abad had resigned as administrator of the National Food Authority (NFA) after getting a tongue-lashing from the President for alleged insufficiency.
