SC proclaims 7 new party-list Congress members
By Benjamin B. Pulta

SEVEN new representatives to the party-list ranks in Congress were announced Wednesday by the Supreme Court (SC).

Speaking to reporters, Supreme Court Public Information Office Chief and Deputy Court Administrator Ismael Khan said the court en banc, voting 12-1-1, voted in favor of allowing the seven namely, AMIN, ABA, ABANSE-PINAY, Buhay, COCOFED, Partidong Maralita and SANLAKAS, to claim seats in congress.

The decision was penned by Associate Justice Artemio Panganiban.

Last February, the Supreme Court held the Commission on Elections (Comelec) in contempt and penalized individual commissioners.

The contempt was in connection with the Comelec ruling to proclaim on Nov. 6, 2002 five party-list candidates in the May 4, 2001 elections (APEC, CIBAC, Buhay, Cocofed and NCIA), despite a restraining order

The five candidates were among the 120 who had been disqualified by the Comelec in a Supreme Court-ordered evidentiary review of qualifications of the 162 party-list candidates

On Nov. 22, 2002, the Comelec again proclaimed the five despite the Supreme Court's reminder.

On Feb. 20, 2003, the Supreme Court penalized the Comelec for proclaiming additional party-list winners despite the temporary restraining order. (SUNNEX LUZON)
