Arroyo won't lift moratorium on death penalty
PRESIDENT Arroyo stands on her decision to declare a moratorium on the imposition of the death penalty stressing that implementing the capital punishment is not the "end-all of heinous crimes."
She added that a united criminal justice system, which includes the police, the prosecution, the courts, the correctional system and the community, would be more effective in preventing and solving heinous crimes.
But she assured groups batting for the lifting of the moratorium that she would continue to consult Congress, the Catholic Church and other parties concerned about the issue.
Presidential spokesman Ignacio Bunye, in an interview by radio station dzMM, belied reports that the President refused to lift the moratorium for political reasons.
The Filipino-Chinese community is among those urging Arroyo to lift the moratorium, which they claimed is the cause of the rise in kidnap-for-ransom cases.
The call was made at the funeral of Coca Cola financial manager Betti Chua Sy who was abducted in Quezon City last Monday. Her body was found Tuesday in Parañaque. SCT
