NPA says candidates can haggle for permit to campaign

CANDIDATES in the 2004 elections can "haggle" with New People's Army (NPA) for permits to campaign (PTCs) in communist strongholds, their spokesman said Thursday.

"If he can't pay in full ,he can haggle," Gregorio "Ka Roger" Rosal said in a live interview over radio station dzBB.

Rosal defended the NPA's practice of selling PTCs to politicians, saying they had the right to do this in their territory.

Rosal added that the NPA has not threatened or hurt any politician who refused to secure a PTC.

Meanwhile, the National Democratic Front (NDF) also declared a truce in behalf of the Communist Party of the Philippines (CPP) and its armed wing, the New
People's Army (NPA) starting Dec. 20 in response to President Arroyo's order to declare a ceasefire.

Luis Jalandoni, chair of the NDF peace panel, said their forces will be on a state of "active self-defense" in compliance with a reciprocal ceasefire, while Armed Forces Northern Luzon Command (Nolcom) chief Romeo Dominguez said government forces will carry out 'defensive patrols' against rebel attacks.

Lieutenant General Dominguez said all troops under his command are under strict orders to "meticulously observe" the ceasefire with communist guerillas, especially during the conduct of such patrols.
