Presidential legal counsel to study coverage of proposed amnesty

* Arroyo says gov't working for 'genuine reconciliation'

EXECUTIVE Secretary Alberto Romulo said Thursday that Malacaņang and Congress would conduct a joint study on the coverage and implementation of the proposed general amnesty program.

Romulo said Chief Presidential Legal Counsel Avelino Cruz would also consult Congress to determine the fate of the National Amnesty Commission (NAC) and Presidential Anti-Graft Commission (PAGC), whose tasks would be similar to the proposed commission.

Arroyo on Tuesday announced her desire to create the National Healing and Reconciliation Commission (NHRC), which would be comprised of a chairman, a vice chairman and three commissioners.

She said she plans to issue a proclamation, which would be submitted to Congress for confirmation.

Under the draft proclamation, a committee on amnesty, reparation and reconciliation would be created where the functions and powers of the NAC would be integrated.

Arroyo said the proposal stemmed from her belief that "a genuine reconciliation is our way to the future."

She said the country would not move forward unless we have a "fully-reconciled Filipino nation and society."

"I am striving to find a sound legal basis for genuine reconciliation and I welcome the views of others who would want to join us to unify our people and ensure a brighter future for our nation. Principled reconciliation with justice can be attained if all sides open their hearts to it," she said.
