Senate warns DOTC over ‘fund misuse’

THE Senate has warned the Department of Transportation and Communications (DOTC) that it would receive a budget of P1 only this year if it is proven that its officials committed technical malversation of funds.

During the budget deliberations, the Senate has put the DOTC’s budget on hold because of use of P800 million for the purchase of rescue vessels from Australia last year.

The Senate committee on finance has summoned the DOTC officials to explain how the rescue boats were procured without any appropriation.

“If they don’t explain well where the source came from, we will give them P1 budget for 2004,” Drilon said.

The DOTC, through the Philippine Coast Guard, purchased rescue vessel from Australia without any budget.

The vessels were worth P800 million but the money used to buy the vessels was not included in the appropriations.

Drilon said if there was a realignment of funds, the DOTC should have put in on record.

The Senate would also look into technical malversation of funds possibly committed by the DOTC officials since they utilized funds meant for another purpose. JPM
