Only entertainers with booking can secure ACC: Dole
THE Department of Labor and Employment (Dole) said Saturday Filipino entertainers who have booking will be the only ones allowed to audition to secure the Artist Certification Card (ACC).
Dole Assistant Secretary Benedicto Ernesto Bitonio said this was the latest decision of Dole regarding the processing of ACC, formerly known artist record book (ARB) for Japan bound overseas Filipino workers (OFWs).
Dole at the same time transferred the job to process the ACC to the Philippine Overseas Employment Administration (POEA).
Bitonio said the move would likewise prevent illegal recruiters from extracting money to potential entertainers who have no booking.
"Since we have now the no booking and no audition policy we expect the number of artist lining up for accreditation to be lesser," he said.
Though the price of the ACC went up from P300 to P500 yet it is cheaper because the expiration date of the certification was extended up to 10 years from the former 3 years, Bitonio said.
He added that under the new policy those with expired certification do not need to undergo another audition, but all they have to do is to show their booking then they could renew their ACC.
Furthermore, Bitonio said the new ACC would be harder to tamper because it would contain the biometrics of the artist and these are the fingerprints, photo, signature and other important details.
When asked why the processing of the artist certification was returned to the POEA from the Technical Skills Development Authority (Tesda), Bitonio admitted that the problem was basically due to audition.
"The view is that POEA is much efficient in processing the certification and also because of the audition," he added.
Dole Secretary Patricia Sto. Tomas decided to transfer the processing of ARB to Tesda from POEA since they feel that Tesda is the proper agency to handle the training and assessment of the Filipino entertainers.
But during the time of Tesda chief Dante Liban, there had been controversies involving the ARBs and because of this, President Arroyo ordered to give back the ARB processing under the control of POEA. (Marie Neri)
