De Venecia pushes leadership training for Muslim Pinoys

HOUSE Speaker Jose de Venecia Friday announced the names of the 20 recipients of the 2004 Congressional Internship Program for Young Muslim Leaders (CIPYML) who will attend specialized training courses, visit various agencies of government and acquire hands-on experience in legislation and police formulation by working in the Congress for four months.

The 20 young Muslims interns, aged 21 to 30, are Adam Acmad, Abdulkhair Mohaimen, Potawan and Normidah Pangandaman from Marawi City; Zarah Kathleen Alih, Hanie Bud and Kharsum Mohammad from Bongao, Tawi-Tawi; Anathalia Bonsing Angare and Abdulkarim Beltran of Zamboanga City; Norhana kamid and Jaimelyn Lomboy of Cotobato City; Bayangkong Guiano of Lambayong, Sultan Kudarat; Abdulgani Lappang of Lantawan, Basilan; Nurhatra Saddarani of Jolo, Sulu; D. Habib Sarifuddin Maulana and Sambai Ukom of Datu Odin Sinsuat, Maguindanao; and Abdul Kadtog Silongan of General Santos City.

"By immersing selected young leaders in the process of legislative-based policy formulation and implementation, we will help the Autonomous Region in Muslim Mindanao (Armm) build a pool of young professionals with a broad understanding of national issues and governance processes," de Venecia said.

The CIPYML is a project initiated by de Venecia to provide policy training and professional development opportunities for young leaders from the Armm and other conflict-affected areas of Mindanao as part of the government's promotion on national integration program to hasten peace and development in the southern part of the country.

Launched last year by the House of Representatives, in cooperation with the Mindanao State University (MSU) and the United States Agency for International Development (Usaid) through the Growth with Equity in Mindanao (GEM) Program, de Venecia said the four-month training program had an initial batch of 10 trainees in 2003.

Director Rodolfo Vicerra of the Congressional planning and budget office said the current 20 recipients were first screened at the MSU in Marawi City.

Vicerra said the interns started the program last September 18 and will graduate on December 18.

Upon completion of their internship program, each participant will have the opportunity to assist the Armm by working with local institutions and participate in short courses designed to reinforce knowledge and skills gained working the House.

The hands-on internship program also includes assignment to standing and special House committees and sub-committees and to offices of selected congressmen.

They are also afforded the chance to visit local government units, attend legislative and committee orientations and briefings and plenary sessions, and further their knowledge in the preparation of special reports and policy studies or draft legislation.

The internship program provides round trip fare from the intern's provincial residence to Manila, a suitable accommodation, daily stipend to cover cost of food and local transportation, accident and medical insurance for the duration of the internship and a certificate of completion to successful participants.
