Palace defends support for embattled GSIS chief

THE Arroyo administration Friday said Winston Garcia's continued stay as president and general manager of the Government Service Insurance System (GSIS) is not due to an "ace" in his hands but because President Arroyo is giving him time to answer the charges against him.

Arroyo's decision to keep Garcia despite the barrage of allegations against him and calls from different sectors for his ouster allegedly due to mismanagement have resulted in speculations that he is covering up something for the administration.

Bunye said the President has no decision yet on Garcia's fate but her judgment would prove Garcia's "classification" in Arroyo's eyes, as to whether he is an asset or a liability to her.

He said Arroyo has ordered Garcia to explain his side to the public and he is making an effort to comply with the President's order.

"Hintayin na lang natin kung ano ang magiging final action ng ating Pangulo (Let us just wait for what will be the final decision of the President)," he said.

He said while Garcia and his underlings are explaining the GSIS side, the Department of Finance (DOF), which overseas government corporations and financial institutions, is conducting its own investigation on charges against Garcia.

He noted the explanation of one of Garcia's assistants that the GSIS' income rose during Garcia's tenure but he said he is not defending the embattled GSIS president. JMR
