Report on military coup plot inquiry submitted

ARMED Forces inspector general Rufino Lopez on Friday gave to Armed Forces Chief Generoso Senga the findings of the fact-finding board that investigated the officers and men involved in a failed plot to overthrow the Arroyo government last February.

Lopez, who chaieds the adhoc body, personally handed the 47-page report to Senga following the presentation of renegade junior military officers arrested by government forces earlier Friday.

“Congratulations for finishing this expeditiously and will take a look at this and let the public know (of the results),” Senga told Lopez after the inspector general submitted the much-awaited investigation report.

Senga convened the fact-finding board in March, a month after the Army and Navy leadership recommended to him further actions against dozens of Army and Navy personnel involved in the failed coup last February 24.

The officers investigated by the board included Brigadier General Danilo Lim, the erstwhile commander of the elite First Scout Ranger Regiment, and bemedalled Marine Colonel Ariel Querubin, former chief of the 1st Marine Brigade.

Early this week, a supposed copy of the report landed in the hands of the media. The report said the board is recommending court martial proceedings against 38 officers and 27 enlisted personnel led by Lim and former Marine commandant Renato Miranda.

But the military disowned the supposed report saying the board has yet to complete the investigation. It said if the report that got into the hands of the media is the draft report, they are going to find out who leaked out the document.

Senga was silent on the contents of the report given to him by Lopez saying he still has to read it. “I will study this, I will look at the recommendations, for example if I agree with the recommendation,” he said.

Under the military justice system, the Armed Forces chief can order a pretrial investigation, preparatory to the conduct of court martial proceedings, against the officers if he approves the recommendation of the board. (VR/Sunnex)
