Local governance books to be distributed to guvs, mayors

INTERIOR and Local Government Secretary Ronaldo Puno said that a book on the compilation of case studies of Supreme Court (SC) rulings on local governance will be given out to regional offices of the Department of the Interior and Local Government (DILG) to provide public officials at the municipal and provincial level a handy reference material that would help them settle conflicts and concerns pertaining to local autonomy.

Puno said the work of the authors of "Case Law on Local Autonomy and Local Governance" containing 899 case studies of SC decisions dating back from 1901 to the present, would help guide governors and mayors in crafting their respective policies and programs.

He congratulated law experts Alberto Agra and Vincent Edward Festin, who presented 250 copies of their book during a simple turnover rite at the DILG main office in Diliman, Quezon City last Thursday.

The DILG chief said the book provides the public with an "extensive, useful, and informative" reference on contentious issues concerning local autonomy and governance.

"The book would help empower local government units (LGUs) with the legal knowledge they need about local autonomy and in the process, guide them on how they can do their sworn duty of serving the people," he said.

"We are confident that through this compilation, the number of disputes arising from the conflicting interpretations of the Local Government Code (LGC) would lessen considerably," he added.

Agra and Festin, who are both practicing lawyers and members of the faculty of the Ateneo de Manila University, specialize in local governance and autonomy.

Agra has authored several books on local governance and teaches the LGC, election law, public corporations law, administrative law, and the law on public officers to students at the Ateneo law school.

He is also a faculty member of the Development Academy of the Philippines (DAP) and the Ateneo Graduate School of Business (AGSB).

Festin, who specializes in the agrarian reform law, is the national coordinator of the LGU of the Paralegal Education Skills Advancement and Networking Technology (PesantTech) program and associate director for academics of Ateneo's leaders for health program.

He is also the secretary general of the Local Governance Citizens' Network (LGCN) and a member of the Local Government Policy Forum (LGPF). (Press Release)
