Militant party-list groups still top pre-poll survey
ALLEGED Communist Party of the Philippines (CPP) fronts Bayan Muna, Anakpawis and Gabriela continue to top national surveys for party-list groups that are likely to get seats in Congress.
The latest Pulse Asia survey from February 28 to March 5, which covered 1,800 respondents nationwide, showed that Bayan Muna, Gabriela, and Anak Pawis are likely to get three seats each along with fellow militant Akbayan.

This survey duplicates the Social Weather Station (SWS) survey held from February 24 to 27, which covered 1, 200 respondents and showed Bayan Muna, Anakpawis and Gabriela also topping the list and guaranteed at least one seat in Congress if the May elections were held today.
In the SWS survey, nine party-list groups met the minimum two-percent rule, which guaranteed them at least one seat in the House of Representatives. These were: Bayan Muna, with 17 percent of votes; Anakpawis, 9.4 percent; Gabriela, 8.1 percent; Aangat ka Pinoy, 5.9 percent; An Waray, 5.1 percent; Aangat Tayo, 4.2 percent; Akbayan, 4 percent; ABA-AKO, 2.3 percent, and Amin, 2.2 percent.
In the Pulse Survey, Bayan Muna continues to top the list with 11.9 percent of votes; Anakpawis, 8 percent; Akbayan, 7 percent and Gabriela, 6.4 percent. These sa percentage would give the four party-list groups at least three seats each.
At least nine party-list are also guaranteed at least one seat each if the election was held today which include: Aangat Tayo with 3.6 percent of the votes; Angat Antas Kabuhayan Pilipino Movement, 2.8 percent; Angat Ating Kabuhayan, 2.7 percent; Anak Mahirap Learning Center, Inc. 2.6 percent; Anak Mindanao, 2.4 percent; Alyansa ng Sambayanan para sa Pagbabago, 2.4 percent; Kabataan 2.3 percent; Ahon Pinoy, 2.2 percent; and Citizens Battle Against Corruption (Cibac), 2.2 percent.
Those with the possibility of losing their current place in Congress, however, are Apec, which currently holds three seats, with only 1.4 percent; Buhay, which holds two seats, 0.4 percent; and those with one seats each: Butil, 1.3 percent; Partido ng Manggagawa (PM), 0.5 percent; Coop-Natco, 0.1 percent; Alif, 0.7 percent and Alagad one percent.
Parties or groups meeting the two-percent rule will receive seats in the House in proportion to their share in the total party-list votes, subject to another rule that any party or group can have a maximum of three seats. A maximum of 55 seats are allotted for party-list groups in the May 14 elections
The survey also showed that about 49 percent of the registered voters are aware of the party-list system, which is slightly higher than in March 2004 figure of 45 percent. The said figure, however, is lower than the January 2007 party-list system awareness rating of 55 percent. (JMR/Sunnex)
