Santiago said “vulnerable” overseas domestic helpers like Melissa receive inadequate protection from Philippine consulates abroad when they are raped.
She said the Department of Foreign Affairs (DFA) and Department of Labor and Employment (Dole) to jointly establish mechanisms in Philippine consulates abroad for receiving rape complaints, and ensuring that sexual abuse is not tolerated in the host countries. (CPB/Sunnex)
